EU leaders are accusing Hungary’s Viktor Orbán of blocking major aid to Ukraine to score points at home ahead of elections next month. Finland’s prime minister says Orbán has betrayed his EU counterparts for campaigning purposes. Belgian and Austrian leaders say Hungary must respect what it has already agreed to. EU officials say Ukraine needs at least part of the loan by early May. Orbán is linking his veto to halted Russian oil deliveries through Ukraine. The dispute is exposing weaknesses in EU rules that often require unanimity.
